Henry Martyn Robert, a military engineer with a long and varied career, began to seriously research and study parliamentary law after being asked to preside over a meeting at his church in New Bedford, MA and admitting that he had no idea how to effectively do the job. His effort resulted in the ‘Pocket Manual of Rules of Order for Deliberative Assemblies,’ first published in February 1876. One thousand copies of the first edition were given free to educators, civic leaders and parliamentarians across the United States.
